Project Overview 

The Romanian Ministry of Health undertook an ambitious project to construct three Regional Emergency Hospitals in Iasi, Cluj-Napoca, and Craiova, aiming to transform healthcare services in these regions. The project aligned with the National Health Strategy 2014–2020, “Health for Prosperity,” and was critical for enhancing emergency medical services in Romania. The primary objective was to prepare comprehensive feasibility studies, architectural designs, and grant applications to secure co-financing from European Structural and Investment (ESI) funds for these hospitals.

The approach

Our team provided in-depth consultancy services, helping the Romanian Ministry of Health achieve its goals by focusing on the following key areas:

  • Needs and Demand Analysis: Conducted comprehensive analyses to determine the healthcare needs of each region, factoring in demographic changes, patient flow projections, and specialized service demands.

  • Option Analysis: Evaluated multiple hospital design and operational options, considering factors such as efficiency, safety, quality, environmental impact, and cost-effectiveness. International best practices and national standards were crucial in guiding the selection of the most appropriate solutions.

  • Functional Plans and Designs: Prepared both preliminary and detailed functional plans, outlining the layout, room specifications, and operational guidelines for each department. The room-by-room specifications ensured that every aspect of the hospitals met the projected needs and operational efficiency.

Our team partnered with the Ministry of Health, guiding every detail from needs analysis to grant approval. With precision and purpose, we brought transformative visions for regional hospitals to life.

  • Preliminary Architectural and Structural Designs: Delivered a complete set of architectural, structural, and M&E (Mechanical & Electrical) designs for each hospital, ensuring that they aligned with functional requirements and budgetary constraints.

  • Supporting Studies and Surveys: Carried out critical studies such as topographical, geotechnical, hydrological, and environmental assessments. These provided essential data for ensuring compliance with Romanian legislation and international standards.

  • Feasibility Study and Cost-Benefit Analysis (CBA): Developed a comprehensive feasibility study that included financial and economic CBAs in accordance with EU regulations and Romanian law, ensuring that the proposed solutions were both viable and cost-efficient.

  • Grant Application Preparation: Assisted in preparing the major project grant applications for EU co-financing under the Regional Operational Programme (ROP) 2014–2020, Priority Axis 14, aimed at the construction of regional emergency hospitals.

  • Technical Assistance for Grant Approval: Provided ongoing technical support to the Ministry during the approval process, ensuring that all required documentation and additional information were submitted to the relevant national and EU authorities. 

Outcomes

Through meticulous planning, thorough analyses, and close collaboration with the Ministry of Health, our team delivered three comprehensive feasibility studies, designs, and grant applications that met both national and EU requirements. This enabled the Ministry to advance its mission of improving emergency healthcare services, positioning Romania’s health infrastructure for substantial growth and modernization.
