Project Overview
The Urban Planning Reform Programme, outlined in Law 4759/2020, aims to modernize urban planning in Greece, involving numerous studies across various municipalities. The scope of the project included the preparation of tender documents for over 400 studies covering a range of urban planning tasks such as local urban plans, settlement delimitations, development rights transfer zones, and road classifications. The challenge was to effectively manage the complex coordination of data, GIS mapping, and tender documentation across multiple involved parties, ensuring technical accuracy, legal compliance, and timely completion for the start of the tendering procedures.
Consultant's Role and Approach
PLANET provided comprehensive support in drafting and finalizing the tender documents for the Urban Planning Reform Programme, engaging in the following key activities:
- Stakeholder Coordination: Engaged in continuous communication and coordination with involved parties, collecting all necessary technical data and information for the studies.
- Technical Data Organisation: Processed and organised technical data ensuring a structured approach to each study.
- GIS Services: Delivered GIS services for mapping, spatial data collection, and integration, creating accurate, detailed maps and spatial variables for hydraulic and geological studies.
- Scientific and Advisory Support: Provided ongoing scientific and advisory support to the Contracting Authority (Technical Chamber of Greece) and the Ministry of Environment and Energy, preparing recommendations, drafting memoranda, and offering legal services as needed.
- Tender Documentation Finalization: Focused on completing and finalizing tender documents, ensuring all relevant technical, legal, and procedural elements were properly integrated, incorporating comments and adjustments as required by the competent authorities.
Through expert GIS services, comprehensive data organisation, and tailored advisory support, the project streamlined complex processes, ensuring readiness for tendering and fostering modernized urban development across Greece.
