By modernizing its operations and enhancing data interoperability, EFKA transformed its ability to combat contribution evasion and ensure the sustainability of Greece’s social security system.

The Outline 

EFKA (National Social Security Fund) faced significant challenges with contribution evasion, impacting the sustainability of Greece’s social security system. This project successfully strengthened EFKA's ability to tackle this issue by redesigning its organizational and operational structures. The project enabled EFKA’s central and regional audit units to implement modern, efficient, and standardized control processes for verifying insurance coverage and contribution payments, using a new specialized information system installed for this purpose.

Additionally, the project reorganized EFKA’s Internal Audit Unit to ensure smooth operation across all units, particularly those dedicated to combating contribution evasion. A key achievement was the establishment of interoperability between EFKA’s new system and external entities such as the Ministry of Labour and AADE (Independent Authority for Public Revenue), ensuring effective data exchange and coordination.

  1. Contribution Evasion Control:
    • Assessed existing structures and identified key challenges and priorities.
    • Designed a modern operational model and restructured EFKA’s organizational framework.
    • Defined roles and responsibilities for both central and regional audit units.
    • Estimated staffing needs and developed a comprehensive change management plan.
    • Delivered an action plan for transitioning to the new organizational and operational model.

    • Evaluated current systems and identified areas requiring improvement.
    • Designed a new operational model for the Internal Audit Unit to enhance its effectiveness.
    • Defined clear roles and responsibilities for the unit’s staff.
    • Estimated staffing needs and provided a strategy for managing organizational change.
    • Created a roadmap for implementing the new internal audit structure and ensuring its long-term effectiveness.
  2. Interoperability Support:
    • Developed an interoperability strategy, identifying stakeholders, systems, and interfaces.
    • Ensured smooth implementation of interoperability actions and supported business continuity throughout the process.
    • Provided knowledge transfer to EFKA’s staff, ensuring the sustainability of the interoperability framework and strategy beyond project completion.

Results

The successful completion of this project enhanced EFKA’s operational efficiency and its ability to fight contribution evasion. With modernized processes and better data-sharing capabilities, EFKA can now ensure more accurate enforcement of contribution payments. The improved interoperability between EFKA and external entities, such as AADE and the Ministry of Labour, has streamlined data exchange and fostered better coordination. This project has contributed to a more transparent, sustainable, and effective social security system for Greece.
