The Challenge
As Cyprus entered the EU, the country had to adopt the “Acquis Communautaire” across major domains of state activities, one of which was the seaport system at that time fully state managed and operated.
To that end, the port system which was totally managed and operated by Cyprus Port Authority under the Ministry of Transportation, had to be reviewed and detailed recommendations had to be made regarding its further development under the EU framework.
The Approach
PLANET lead a consortium comprising also of an international and a Greek partner both of which contributed additional expertise in port system regulatory and operational framework, to implement a project that addressed a whole spectrum of issues including among others:
- Strategic plan for a new role of Cyprus Port Authority
- Reorganization of the Cyprus Port Authority
- New Performance Management System
- Recommendations for better organization of Container Terminal (Limassol)
- Technology plan to introduce modern technologies in operations
- Recommendations for regulatory amendments
- Extensive training and skills upgrade of CPA personnel
Designing and implementing a broad transformation of Cyprus Port system
The project looked into detail at the current situation of the Cyprus port system, the market and operational developments in Eastern Mediterranean ports, and the international experience in the evolution and prospects of port systems in order to formulate proposals for the strategic and operational transformation of CPA, supporting the implementation of such proposals especially in terms of developing the necessary skills to the personnel involved.
Results & Impact
Following the project implementation, Cyprus Port Authority assumed a more regulatory and policy making role, increasing the involvement of the private sector in port operations and helping the approximation of the country to the EU “Acquis Communautaire” as needed.
