The existing agreement between, the Athens Urban Transport Organisation, (OASA) and OSY its wholly owned subsidiary, in place since 2014, provided the operational framework for bus services in the city required an update to better reflect the evolving operational needs, service quality expectations, and financial parameters of the Athens urban bus network. The key challenge was to define a transparent, performance-based compensation framework while incorporating mechanisms to monitor and improve service quality effectively..
