Project Overview
The Fyli Municipality Development Agency, in partnership with the University of Western Attica (UNIWA) and the European Bank for Reconstruction and Development (EBRD), sought to select a Private Sector Partner (PSP) for a Design, Build, Finance, Operate, and Maintain (DBFOM) model This PPP project concerns the design, financing, construction, facility management and operation of:
- student accommodation of the University of West Attica, and
- supporting educational and cultural facilities.
The main challenge is to facilitate the entire PPP procurement process, ensuring compliance with local legislation and EBRD Procurement Policy while also ensuring balanced risk allocation, financial feasibility, and a competitive selection process. This required thorough analysis, stakeholder alignment, and careful structuring of project documentation to attract qualified private sector bidders.

The new facilities will address the lack of privately owned dormitories, securing free accommodation and catering services for students in serious financial needs. Overall it will contribute to the revitalization and quality upgrade of a broad area in the Municipality of Fyli through the establishment of a cultural and recreational core area in the Municipality and the organisation of various cultural activities.
