The Recovery and Resilience Plan (RRP) of the Republic of Cyprus is a transformative initiative designed to manage investments and reforms funded by the EU Recovery and Resilience Facility (RRF) for the 2021-2026 period. With strict monitoring, reporting, and compliance requirements under Regulation 241/2021, Cyprus needed a comprehensive digital platform to track the implementation of projects, financial flows, and reform milestones.
PLANET’s role was to design and develop a Monitoring Information System that will serve as the centralized tool for planning, tracking, and reporting all RRP-funded activities. This system will support the Managing Authority and all stakeholders in performing planning, control, auditing, and financial submission tasks, ensuring that all obligations toward the European Commission are met efficiently.

Solution & Implementation
The development of the Monitoring Information System was carried out in structured phases to ensure smooth deployment and full operational readiness.
Phase A: System Preparation & Initial Development: The project starts with the preparation of system architecture, security configurations, and core functionalities. The primary focus was on establishing a centralized data repository that integrates the planning and monitoring processes of the Recovery and Resilience Plan (RRP). This phase also involved drafting guidelines detailing the procedural obligations of all involved stakeholders.
Phase B: Expansion of Functionalities: The second phase involves the development of advanced features for monitoring audit actions, processing payment requests, and generating progress reports. This ensured a fully digitalized workflow for managing financial submissions and compliance checks.
