The Outline
The scope of the project involves the provision of organizational, management, and overall coordination services for the implementation of the Program for the Development of Hellenic Republic Real Estate Assets, with the organization, staffing, and operation of a Project Management Office (PMO). At the beginning, the Program represented an important business axis of the Medium Term Financial Strategy Framework 2012-2015. After the end of the enhanced supervision of the Institutions, the work of the HRADF continued with the aim of the exploitation of the private property of the Hellenic State.
The Challenge
The implementation of the Program was awarded by the Hellenic Republic (HR) to eight (8) major Greek Banks (Financial Advisors), which—working in cooperation with Technical and Legal Advisors—undertook the support of the Hellenic Republic Asset Development Fund (HRADF) for the optimal utilization of state-owned commercial properties.
Given the significant number of properties included in the Program, the Banks were organized into two groups, with the role of General Coordinator assigned to the National Bank of Greece (NBG).
The Hellenic State has created the necessary institutional framework for the development and exploitation of its private property (Law 3986/2011). In particular, the urban planning tool of the Special Spatial Development Plans for Public Real Estate (ESXADA), as well as other institutional tools, were innovations of the Greek Public Administration and their successful implementation in an extensive real estate portfolio was the greatest challenge.
Our Approach
PLANET has been acting as Technical Advisor / Project Manager, providing, under the PMO function, the following services:
- Providing support in the preparation and updating of the Asset Development Plan (ADP) of the Hellenic Real Estate Fund regarding the Real Estate Assets included in its portfolio.
- Support and monitoring of the technical and legal maturation of the Assets.
- Preparation and submission of reports, opinions, clarifications, presentations, recommendations, reports on specific issues, as well as ad-hoc technical consultation.
- Support in communicating and collaborating with the Fund’s administration, working groups and specialized Consultants, on strategic issues.
- Program planning, monitoring & progress reporting to ensure project milestones are met.
- Central management of project documentation, including deliverables and reports.
- Standardization of procedures, documents, and information systems to enhance efficiency and decision-making.
- Development, operation, and maintenance of a real estate properties database for streamlined asset tracking.
- Support of the Hellenic Real Estate Fund in the promotion and publicity of the Real Estate Development Programme.
Outcomes and Impact
Our structured approach ensures the effective coordination of all stakeholders involved in the real estate development program, leading to better asset management and utilization. By implementing a centralized project management system and adopting standardized procedures, we facilitate transparency, efficiency, and strategic decision-making in the Hellenic Republic Real Estate Assets Program.
