Objective
The goal of this project was to assist the Managing Authority of the "Accessibility Improvement" programme in preparing the Operational Programme "Transport Infrastructure, Environment, and Sustainable Development" (OP TRANS/ENV) for the 2014-2020 period. This required the development of a cohesive programme focused on transport infrastructure and environmental sustainability, ensuring compliance with national and European regulations, sectoral policies, and sustainable development priorities.
Approach
The project was implemented through a structured, phased approach:
- Initial Draft Development: A preliminary draft of OP TRANS/ENV 2014-2020 was created, based on extensive consultations with the Ministry of Development and socio-economic partners. The integration of transport policies with broader environmental sustainability goals was central to this phase, aligning with the Transport Strategic Investment Framework (SPEM).
- Drafting Phase: The team further refined the draft, incorporating feedback from relevant authorities and stakeholders, with particular attention to the Strategic Environmental Assessment (SEA). This process ensured a well-rounded and comprehensive draft.
- Finalization: After integrating the feedback from consultations, the final OP TRANS/ENV document was prepared and harmonized with the results of the SEA. The final draft was submitted to the European Commission for approval, with necessary revisions made based on feedback received.
Through collaborative stakeholder engagement, strategic integration of transport policies with environmental goals, and alignment with European and national regulations, the programme paved the way for impactful investments in Greece’s future, contributing to long-term economic growth and sustainability.
Results
The project successfully resulted in the creation of a comprehensive and aligned Operational Programme for Transport Infrastructure, Environment, and Sustainable Development, effectively reflecting the priorities of both national and European policies for the 2014-2020 period. The final OP TRANS/ENV 2014-2020 document was developed through collaborative efforts with various stakeholders, providing a clear roadmap for transport and environmental initiatives in Greece. Its approval by the European Commission paved the way for impactful investments in transport infrastructure and environmental sustainability, contributing to long-term economic growth and sustainable development goals in Greece.
