Overview and Approach:

The objective of these projects was to support the German Red Cross and UNICEF in monitoring and supervising the construction of vital infrastructure at the New Lesvos RIC, located in the Municipality of Mytilene, Greece. The focus was on the construction of a water supply network and a sewage system within the camp, ensuring proper connection to municipal services.

The consultant’s responsibilities included reviewing the contractor's project construction plan, monitoring progress, and ensuring adherence to time schedules, with particular attention to any deviations that might affect the budget or project timelines.

Key activities included:

  • Continuous monitoring of construction works to verify that the contractor adhered to the contractual obligations and that the project was progressing as planned.
  • Review and oversight of project designs, ensuring compliance with quality standards and feasibility.
  • Supervision of on-site construction work, including support during quality audits, testing, and commissioning phases.
  • Assistance in reviewing payment requests and quantity surveys, helping ensure that the financial aspects of the project were transparent and fair.
  • Support during the project’s contractual completion, including the issuance of certificates of completion and acceptance protocols.

Outcomes

Both the water supply and sewage network projects were completed successfully, significantly improving the living conditions at the New Lesvos RIC. The water network provided reliable access to clean water for residents, while the sewage system ensured proper waste management and environmental safety. The timely completion of these projects, alongside rigorous oversight, helped ensure that the infrastructure met international standards and adhered to the contractual and quality requirements set by UNICEF and the German Red Cross. The successful monitoring and supervision contributed to the efficient and cost-effective delivery of essential services, supporting the wellbeing of the camp’s residents and ensuring compliance with all necessary regulations.
