Outline
As part of the National Digital Transformation Strategy, Information Society S.A. is leading an initiative to enhance interoperability among public administration information systems. This project focuses on the development of Web Services for Government-to-Government (G2G), Government-to-Citizen (G2C), and Government-to-Business (G2B) transactions, ensuring automated, secure, and seamless data exchange between different entities.
This case study focuses specifically on the 1st Executive Contract under the framework agreement, which sets the foundation for achieving interoperability by defining the key transactions to be digitized and establishing the necessary regulatory framework for their implementation.
Before full-scale interoperability can be achieved, a strong framework must be in place. The 1st Executive Contract provides this essential foundation, ensuring that all future Web Services are implemented with clear transaction models and a solid regulatory framework.citizen and business interactions with the state.
The project
Through the first executive contract PLANET will be supporting Information Society in
- identifying and modelling the transactions that will be digitized using Web Services, including key transactions that require interoperability and Streamlining and simplifying administrative procedures to enable seamless digital execution.
- Defining the necessary regulatory framework to enable cross-agency digital transactions.
- Identifying the involved public authorities and defining the governance model for Web Service implementation.
- Drafting the institutional and regulatory documents required to formalize interoperability practices.
Results & Impact
This contract lays the groundwork for achieving true interoperability across public administration. Key expected benefits include:
- Clarity on the scope of digital transactions, ensuring a structured rollout in future phases.
- Streamlined administrative procedures, enabling easier transition to digital services.
- A legally sound foundation for G2G Web Services, ensuring compliance and sustainability.
- Defined roles and responsibilities for participating public entities, avoiding fragmentation in implementation.
- A structured methodology for transaction modelling, serving as a blueprint for future contracts under the framework.
The 1st Executive Contract under the broader interoperability framework is not just a technical exercise—it is a strategic enabler for future e-Government expansion. By defining transaction models and establishing the regulatory groundwork, this phase ensures that the next steps in digitizing public administration transactions will be efficient, legally compliant, and scalable.
