The Challenge
Following the EU entrance of Greece, State Owned Enterprises (SOEs) had to modernize by developing strategic business plans, defining clear rules in their relationship with the State, improving their operating and organizational models and eventually become eligible for EU funding of the investments required for the implementation of such changes.
The Approach
PLANET has been selected by ELTA and the competent Ministry of Transport for one of the first Strategic Business Plans for a SOE in Greece undertaking the following tasks:
- Developing a new strategy for the provision of postal services in Greece, recognizing the separation between requirements and eligible state compensation for universal postal service (i.e. the provision of postal services across the whole country of Greece including remote mainland and islands regardless of commercial interest and commercial postal and other (e.g. financial) services addressing market needs and contributing commercial revenues to the postal organization.
- Improving the organizational structure and the operating model of the organization including identification of the necessary upgrades in information systems both for administrative and operational processes.
- Defining the framework of mutual obligations and responsibilities between the state and the postal organization.
- Sizing the necessary investments for the modernization of the postal organization.
This was the first State Owned Enterprise Strategic Business Plan in Greece under the EU framework and requirements.
Results and Impact
Hellenic Post Organization has been the first state owned organization with an EU approved Strategic Business Plan, complying with European requirements and introducing novel concepts such as a management contract agreed and signed between the state and the management of the organization, also a first of its kind for Greece.
