Project Overview
The Operational Programme "Accessibility Improvement" aimed to enhance transportation infrastructure across Greece, with a particular focus on improving international connections. Its strategic objective was to play a pivotal role in strengthening the attractiveness and accessibility of Greece's remote and intermediate regions. By improving transportation networks and international linkages, the programme sought to enhance Greece's position in the international transportation sector. The evaluation project focused on assessing the operations of Greece’s OP "Accessibility Improvement," covering 13 regions supported by the Cohesion Fund and 8 regions supported by the European Regional Development Fund (ERDF). Additionally, it evaluated the operations within the Regional Operational Programmes (ROP) of transitional regions. This was done under the guidance of the Managing Authority of OP "Accessibility Improvement" and the Intermediate Transport Managing Authority. The project aimed to provide key stakeholders—such as the Monitoring Committee and Managing Authority—with accurate, comprehensive insights into the strategy’s effectiveness, the feasibility of its goals, and the efficiency of the ongoing interventions.
Objectives and Evaluation Approach
The evaluation’s primary goal was to create a full, objective picture of the programme’s impact by answering several critical questions:
- Is the strategy consistent and accurate in its implementation over time?
- Are both qualitative and quantitative objectives of the OP being met effectively?
- How efficient and effective is the implementation of the OP?
- How well are the monitoring, management, and implementation processes functioning?
- What are the environmental, gender equality, non-discrimination, and spatial development contributions of the programme?
To answer these questions, a robust evaluation methodology was applied, focusing on both ongoing and completed interventions. This evaluation ensured that decision-makers had access to data that could guide the strategic adjustments necessary for maximizing impact.
The team’s findings provided vital insights on the effectiveness, efficiency, and ongoing performance of the programme's interventions. Recommendations for improving strategy, management, and operational goals were presented, ensuring the programme’s objectives continued to align with national priorities and regional development needs.
