Setting the Course for Certified Excellence
In a landmark project aimed at enhancing Greece’s aviation infrastructure, Fraport Greece sought expert construction management support to oversee compliance works required by the Greek State for the certification of thirteen regional airports. These upgrades, mandated by the Aerodromes Regulation 2014 for Non-Certified Regional Airports, are vital for achieving initial certification based on European Union Aviation Safety Agency (EASA) standards. The work is performed under the terms of the existing Concession Agreement and funded by the Recovery and Resilience Facility (RRF) Programme.
Navigating the Complexity
The project involves complex coordination among multiple stakeholders, including contractors, independent engineers (IEs), and government authorities, across multiple active airport sites. Key challenges include ensuring uninterrupted airport operations during construction, managing quality and safety standards, and aligning progress with stringent schedules and regulatory requirements.
PLANET provides end-to-end construction management services, including:
- On-Site Supervision: Monitoring the contractor's performance and ensuring adherence to statutory requirements, contractual obligations, and approved method statements.
- Management and Reporting: Identifying deviations in scope and schedule, escalating critical factors, and providing regular progress updates to the Employer and RRF PMO.
- Stakeholder Coordination: Facilitating access to construction sites, aligning work phases, and supporting communication between contractors and IEs.
- Quality Assurance: Overseeing quality, safety, environmental, and security measures while certifying materials and workmanship.
- Documentation and Records: Maintaining meticulous site diaries, tracking measurements, and coordinating inspection and certification procedures.
- Testing and Commissioning: Supporting site testing, managing punch lists, and certifying the completion of works.
- Claims and Variations Management: Providing data and insights for claims, disputes, extensions of time (EoT), and variation orders.
Outcomes
Through a well-orchestrated approach, the consultancy ensures that the EASA compliance works were executed efficiently and effectively, enabling Fraport Greece to meet certification requirements for all thirteen regional airports. The project achieved its goals within the prescribed timelines, laying a strong foundation for operational excellence and enhanced safety standards across Greece’s regional aviation network.
