The Baseline
The project focused on upgrading police stations across Macedonia, with particular emphasis on improving detention facilities to comply with EU standards and the recently adopted national law on police operations. The goal was to ensure the working conditions of police stations aligned with democratic principles, safeguarding citizens' rights and fundamental freedoms.
The consultancy provided critical support across multiple phases, ensuring renovations met technical and legal standards and contributed to improving safety and dignity for individuals in custody.
Designing a new chapter
The project foresaw three main phases of implementation:
During Phase A, the consultant assisted in selecting police stations for renovation by conducting on-site inspections and assessments. This included preparing estimates for renovation needs and submitting the results to the European Assistance for Reconstruction (EAR) and the Ministry of Interior to prioritize the stations.
Phase B involved preparing detailed designs and tender documents for the selected stations. The consultant provided:
- Architectural and engineering designs for the structural and security upgrades.
- A Bill of Quantities (BoQ) outlining the scope of work and materials needed.
- Technical specifications for mechanical, electrical, and plumbing systems.
These documents were used to guide the tender process and ensure all renovations met the required standards.
In Phase C, the consultant provided technical support to tenderers by clarifying the scope of work and organizing site meetings. This ensured that contractors had the necessary information to execute the renovation works efficiently.
Ensuring Compliance and Quality Execution
Throughout the project, our team ensured the designed renovations adhered to EU standards, supporting the principles of democratic governance, law enforcement, and human rights protection. PLANET’s role in screening, designing, preparing tender documents, and facilitating the tender process was critical to the project’s success.
