The Challenge
As a result of the deregulation of energy market, PPC as the state monopoly in energy in Greece had to unbundle its energy value chain and prepare for its operation under a competitive energy market.
To ensure a smooth transition to the new energy market landscape it was decided as a first stage to create within the organization of PPC, distinct business areas for each energy value chain activity and at a later stage spin off such business areas into distinct legal entities.
The Approach
Working together with on of the leading international strategy firms, PLANET and its partner proposed that PPC should reorganize as follows:
- Separate the organization around the energy value chain by establishing 4 Business Units for: (1) electrical energy production (including coal mining), (2) transmission, (3) distribution and (4) commercialization and
- Create a Corporate Headquarters unit for the overall coordination of the value chain as well as the hosting of corporate and horizontal support functions
Empowering the organizational structure and human resources management of the Greek Public Power Corporation to pursue its future development.
At the same time, another necessary initiative was undertaken by a second project where PLANET worked together with one of the leading international HR consulting firms in order to modernize and upgrade critical Human Resources functions such as performance management, and talent management including job descriptions and career paths to prepare the PPC personnel migrate from the legacy state owned company environment to a competitively positioned actor in the energy sector.
Results & Impact
The first stage as described above was successfully implemented and paved the way in the longer term for the establishment of the legal entities for transmission and distribution (IPTO and HEDNO in both of which international strategic partners have invested) as well as the current state of PPC which is now operating competitively in its core energy market and expanding rapidly into new frontiers.
